Founder & CEO

Paul O’Callaghan is an environmental scientist, researcher, and documentary producer whose career has focused on understanding and accelerating the adoption of sustainable water technologies. He is the founder of O₂ Environmental and the founder and CEO of BlueTech Research, the global intelligence firm that helps utilities, corporations, and investors navigate innovation trends in the water sector.

Through two decades of research, advisory work, and public communication, Paul has become a widely referenced voice on how new water technologies move from invention to real-world implementation.

Paul earned his PhD at Wageningen University & Research in the Netherlands, where he developed the Water Technology Adoption (WaTA) model. This framework examines the drivers, barriers, and timelines that influence how technologies progress through each stage of development. His research continues to inform how policymakers, innovators, and industry leaders understand innovation velocity in the water sector. He is also the co-author of The Dynamics of Water Innovation, published in association with Wageningen University & Research, which expands on these insights with global case studies and data-driven analysis.

Alongside his scientific work, Paul is the executive producer and co-founder of the Brave Blue World Foundation. He produced two feature documentaries—Brave Blue World (2020) and Our Blue World (2024)—which highlight examples of water innovation, circular solutions, and community-driven change around the world. The films have been screened internationally at festivals, educational institutions, and policy events, and have contributed to a broader public conversation around freshwater sustainability.

In recognition of his contributions to research, innovation, and public communication on global water challenges, Paul received the Stroud Award for Freshwater Excellence in 2025. His work continues to connect science, industry, and storytelling, promoting new ways of understanding and addressing water issues worldwide.

Jeff is an internationally recognized expert on water technologies and their markets, with over 25 years’ of commercial and technical experience gained from engagements with start-ups, investors and large corporations in the dynamic global water space. He is globally connected and uniquely positioned to advise companies on their technology portfolios and future innovation strategies. Jeff has worked with global Fortune 500 corporates including P&G, BHP, L’Oréal, Unilever, Samsung and PepsiCo. Jeff has also advised many leading utilities such as Metro Vancouver, DC Water, OCWD, Singapore PUB and Severn Trent Water, helping them create business and asset management plans.

A business strategist and water industry leader who knows how to impact the bottom line, Jeff has advised businesses with wastewater treatment technologies, has led technology acquisition and integration projects, and has structured and negotiated strategic alliances, joint ventures and licensing agreements. Jeff has managed technology scale-ups, executed technology commercialization projects, and has held senior process engineering and project management roles in both the municipal and industrial market sectors.

Jeff is widely recognized for his expertise in market analysis and ability to identify growth opportunities. He has successfully worked with numerous venture-backed water companies and has assisted a number of Venture Capital and Private Equity funds such as XPV Capital, True North Venture Partners, SKion and Emerald Ventures, helping them identify water sector investment opportunities.

Jeff also advises companies on acquisitions, running comprehensive due diligence projects to assess assets, liabilities and evaluate commercial potential. He has supported Morgan Stanley, Baird Capital, Novozymes, Hitachi, DuPont, Siemens, and 25Madison, to name a few.

Jeff is currently Vice President at BlueTech Research, the leading global water market intelligence firm and definitive source for insight, data and news on the transformation of the water sector. He leads the client relations and market expansion portfolios, and enjoys providing corporate foresight to support the needs of BlueTech members.

Jeff earned a Bachelor of Applied Science in Bio-Resource Engineering and a Master of Applied Science in Chemical and Biological Engineering from the University of British Columbia in Vancouver, Canada. He has authored several published papers, has delivered numerous presentations at water and wastewater conferences, and is a co-author for the Humana Press “Handbook of Environmental Engineering” series. Jeff is an active member of WEF and volunteers time in a mentoring capacity to a variety of accelerators, funds and SMEs in the water space.

Saurabh Singh

Vice President of Advisory Services

Growing up, Saurabh Singh spent three years living in Jodhpur, one of India’s driest cities. There, seeing communities queuing at water tankers for hours to fill jerrycans, he learnt the true value of water. These early experiences instilled in him a desire to achieve universal access to safe and affordable drinking water for all.

Later, during his undergraduate internship, Saurabh worked on the Delhi Drainage Master Plan 2031 project at the Indian Institute of Technology, Delhi. This reinforced his water ambitions, setting his career in motion.

Saurabh joined BlueTech Research in November 2020 as a Water Technology Research Analyst. Based in Canada, he specialises in providing consulting services in strategy, digital assessment, market intelligence, and due diligence for various water-focused utilities, corporations, municipalities, and private clients.

Before joining BlueTech Research, Saurabh worked as a water engineer at Jacobs Engineering Group, and prior to this as an environmental engineer at AECOM. He has lived and worked in six different countries – India, UK, Spain, Germany, Canada and Uganda, where he led a project to supply drinking water to an orphanage on the island of Zinga.

He is a Joint-MSc degree graduate “Magna cum Laude” who completed his fourth semester thesis at the University of Toronto, Canada. He received the prestigious Erasmus Mundus Excellence Scholarship from the European Commission to pursue a two-year joint MSc program, specialising in hydroinformatics and water management. In 2017, he was named winner of the IoT for Greener Cities international challenge.

For Saurabh, the best thing about working in water is seeing the impact his work has on the lives of others. He has a passion for travel, enjoys football and is a trained Formula 1 marshal.

Rhys Owen

Research Director

Rhys is the Research Director at BlueTech Research, an independent water technology market intelligence firm which helps water utilities, technology providers and global corporations solve their water-related problems.

Based in Oxford, UK, he was previously deputy editor at Global Water Intelligence magazine where helped set up new overseas offices in Singapore and Austin, Texas, as well as founding desaldata.com – an ambitious online project to catalogue and track all of the world’s desalination plants.

Rhys first became interested in the impact of water scarcity issues while travelling through the Middle East. Living in Manila for two years provided a vivid education on what a lack of access to water and sanitation looks like, and the contrasting ways in which the water crisis is being tackled by the interplay of technology, grassroots initiatives and international finance.

With a long-held interest in technology, he has previously worked in the marketing division for a cyber security specialist, as well for the Sunday Times UK newspaper, where he managed the paper’s Tech Track 100 league table of the fastest-growing UK tech firms.

Rhys has also contributed to publications such as Water Environment Federation’s World Water magazine and Endeavor Business Media’s Water World and has presented at several international water events.

Dr. Kim Wu

Research Manager

Dr Kim Wu has always been interested in a wide variety of engineering processes. She holds both an undergraduate degree and a doctorate in engineering science from the University of Oxford, where her research focused on membrane technologies.

After acquiring her doctorate, Kim carried out postdoctoral research into the recovery of precious metals from industrial waste-streams in a project funded by Innovate UK. This work was carried out with the University of Bath in partnership with Veolia and Phosphonics, a UK SME with expertise in metals capture.

Kim joined BlueTech Research as a Water Technology Market Analyst in 2021, a position that includes researching, analysing and preparing reports on water innovation and trends impacting market development – including mergers and acquisitions, partnerships and projects.

Before joining BlueTech she worked in experimental design, technology selection, data analysis and process optimisation and integration and her research outputs have been adopted for use in municipal and industrial water purification applications including pharmaceuticals and mining.

More recently, Kim worked as a senior engineer at a research institute in Hong Kong where she was involved with various projects, including the use of nanobubbles for removal of emerging contaminants.

Martino Finotelli

Client Relations Manager

Martino joined BlueTech in 2021 and has had the opportunity to work on many different aspects of the BlueTech business. Now he supports the Custom Research Team and he is responsible for the management of the BlueTech platform.

Water has fascinated Martino from a young age. After studying Civil and Environmental Engineering at the University of Pavia, Italy, he completed a Master’s degree in Environmental Engineering at the University of Padua, Italy. The focus of the Master’s degree was solid waste management and soil and water remediation.

He then worked for two years in Italy as Project Engineer in the field of remediation of contaminated soil and groundwater, before working as Water Market Analyst for the lime and limestone leader, Lhoist.

Now based in Guadeloupe, Martino says the best thing about a career in water is being able to work closely with projects and technologies that will have a great impact on the lives of this and future generations.

Matt Mallory

Senior Research Analyst

Matt is a water technology market analyst at BlueTech Research. Matt has a Bachelor of Science in Resource and Environmental Studies from Texas State University.

In his current role, Matt provides project support for custom research projects, prepares technology overviews for Insight Reports and BlueTech product offerings, and delivers water technology market intelligence to BlueTech Research clients. Matt is also active in researching innovative companies and technologies for inclusion into the BlueTech Innovation Tracker, a database that tracks cutting edge technologies within the water technology space. In prior roles, Matt developed treatments for the reuse of water in oil and gas operations as well as helped to start an advanced oxidation process company deploying systems in multiple industries. Matt’s experience spans lab analysis to deploying systems in the field to profiling technology market dynamics.

Jacob Steele

Research Analyst

Jacob Steele is a Senior Research Analyst in BlueTech’s custom research business. Jacob is a licensed professional engineer and has a Master’s of Applied Science in Environmental Engineering and a Bachelor of Chemical Engineering from Dalhousie University in Halifax, Canada.

Jacob’s work experience includes assisting startups with go-to-market strategy, advising global water technology providers on sales growth strategies, conducting commercial and technical due diligence for investors, and providing technical recommendations to utilities and industrial end users.

Additionally, as BlueTech’s in-house PFAS lead, Jacob closely tracks innovation in PFAS sensing, removal/concentration, and destruction technologies.

Dr Rafael Andrés Borobio Castillo

Research Analyst

Rafael has always been passionate about infrastructure, which led him to pursue a degree in Civil Engineering. After obtaining his degree, Rafael participated in construction projects including roads and houses, incorporating eco-techniques for water and energy conservation. He later worked on water conservation projects with the water utility of Puebla, Mexico, where he identified significant challenges in the city’s water infrastructure, particularly in the wastewater treatment sector.

Rafael then pursued and successfully acquired a Ph.D. in Water Sciences at the Universidad de las Américas Puebla, his alma mater. During his Ph.D., Rafael explored a wide variety of engineering processes and developed a passion for system dynamics and wastewater resource recovery. His research, focusing on wastewater treatment plant modeling and techno-economic evaluations for process optimization, has been published in Air, Soil and Water Research (Sage Publications) and Water Research (Elsevier).

Rafael joined BlueTech Research in September 2022 as a Research Analyst, supporting technology scans, market analysis, and competitive landscape assessments in the water sector. He is excited to continue his professional development in this field.

Dr. Vishal Wagholikar

Sr. Research Analyst

Vishal joined BlueTech Research as a Research Analyst in 2024. He is passionate about technologies that have the potential to improve water and environmental sustainability.

Vishal completed is PhD Mechanical Engineering from the National University of Singapore (NUS). During his PhD research, Vishal worked in collaboration with SUEZ Water Technologies and Solutions to optimize the reverse electrodialysis process for demineralizing SWRO brine in order to improve the recovery of SWRO desalination process.

After earning his PhD, Vishal worked as a post-doctoral researcher at the Sembcorp-NUS Corporate Laboratory in NUS where his work focused on optimizing electrodialysis reversal (EDR) and nanofiltration technologies to maximize water recovery in zero liquid discharge processes for industrial wastewater.

Before joining BlueTech, Vishal worked as an Incubation Manager at Ripple2wave Incubator, a water sector focused startup incubator in Singapore supported by Enterprise Singapore and PUB Singapore. Vishal was actively involved in growing Ripple2wave’s portfolio to more than 40 startups and advising startups on technology, go-to market strategy and business model.

Research Analyst

Muhammad Bilal Asif is a senior water scientist and engineer with over 15 years of experience spanning advanced water and wastewater treatment technologies, technology assessment, and applied research. He brings deep expertise across membrane systems, micropollutant removal, resource recovery, and emerging treatment processes, with hands-on experience translating complex science into practical insight for industry and decision-makers.

Bilal has led and contributed to internationally recognised research across the UK, China, Saudi Arabia, and Australia, working closely with universities, utilities, and industrial partners. His work sits at the intersection of materials science, process engineering, and system-level performance, with a strong focus on techno-economic feasibility, scalability, and real-world application. He has been involved in industry-funded projects with organisations including Saudi Aramco and utility partners, combining rigorous analysis with applied problem-solving.

He is the author of more than 70 peer-reviewed publications and multiple book chapters, with over 4,000 citations, and has been recognised as one of the Top 2% of Scientists globally by Stanford University (2024, 2025). At BlueTech Research, Bilal contributes to technology and market intelligence, helping clients understand the performance, risks, and commercial pathways of emerging water technologies through clear, evidence-based analysis.

Lovejit Singh Saka

Consultant

Lovejit Singh Saka, a native of the scenic township of Nangal, Punjab, was raised amidst the natural splendour of wetlands, canals, and the Sutlej River. This environment instilled in him a deep reverence and devotion to nature, igniting a fervent commitment to environmental stewardship. Motivated by a desire to make a tangible impact, he is a firm believer in the power of small actions to drive meaningful change.

During his master’s in Innovation and Entrepreneurship from the Indian Institute of Technology Kharagpur, he worked on a proposal addressing environmental injustices – shedding light on the disparities in carbon emissions and income levels. He represented the Entrepreneurship department at various levels, stood as a finalist in the National Innovation Challenge by KPIT and delivered business pitch in global B-plan competition organised by Singapore Management University. Having completed his bachelor’s in architecture, he showed his deep enthusiasm for problem-solving & creative thinking by delivering conceptually strong and innovative projects, acing at the university level. His work was nominated for the Best Thesis and Best Portfolio awards.

Prior to joining BlueTech Research as a Consultant in May 2024, Lovejit was associated with Cisco’s corporate accelerator, Cisco for Startups, where he delved into diverse projects as a Product and Strategy Associate. His entrepreneurial experience as a cofounder in Arch-i-patrika gave him first-hand experience in managing real-time projects, developing strategies, and engaging with clients. Alongside, Lovejit has acquired diverse experiences through internships across various domains of business development, architectural consultancy and graphics design.

Lily Chen

Marketing and Communications Manager

Lily, originally from Belgium, brings a “Marketing with Purpose” approach to BlueTech. Her environmental passion was ignited while working at a major waste recycling company (now Veolia), where she collaborated with the European Commission, a leading client. This passion led her to Ireland, where she initially joined Google. However, the water sector soon captured her imagination, and she joined a water technology startup, laying the foundation for her deep commitment to this industry.

Inspired by documentaries like “Brave Blue World” and further fueled by her experience at a water media company, Lily found her calling in storytelling with a purpose. She actively participated in podcast production and even hosted her own podcast for expats in Valencia, a city she now calls home.

Now, at BlueTech, Lily brings her diverse skillset and aspirations together. She’s a firm believer in the power of creative storytelling, strategic communication, and community building to raise awareness about the importance of water and water technologies. As a full-stack marketer, she excels at translating complex information into captivating visuals and compelling narratives that resonate with diverse audiences and personas. She breathes life into content assets across various media, from written content to video and audio production. Her experience includes projects that resulted in significant improvements, such as increasing podcast downloads and audience engagement. With a collaborative spirit, Lily is eager to contribute to BlueTech’s continued success and foster a sense of community around BlueTech’s mission.

Jenny brings over 20 years of experience in SME business and financial management, combining deep expertise in budgeting, financial analysis, and reporting with a proactive, solution-focused mindset. She joined BlueTech Research in 2025 and has quickly become an integral part of the leadership team.

Jenny stands out for her ability to see both the numbers and the bigger picture. She brings a structured approach to financial oversight while actively contributing to process improvements across the organization. Her sharp analytical skills, strong communication, and natural curiosity make her a trusted partner for team leads and executives alike.

Rakshitha Kondapalli

Consultant

Rakshitha’s journey is a testament to her deep-rooted connection with nature and her unwavering passion for environmental stewardship. Hailing from the coastal region of Andhra Pradesh, her childhood was shaped by the beauty of beaches and the nurturing environment of a family deeply involved in gardening and plant care.

Upon graduating from the prestigious Indian Institute of Technology Delhi with a bachelor’s degree in civil engineering, Rakshitha delved into the realm of Environmental Engineering for her major project. Her research focused on the impact of innovative technologies like floating solar panels on water parameters in surface water systems. This project not only ignited her interest in the water sector but also garnered recognition, leading to the co-authorship of two research papers accepted by the Society of Risk Analysis, New Zealand.

Driven by her passion for water management and sustainability, Rakshitha seized the opportunity to join BlueTech Research as a Strategic Consultant in 2024. In this role, she is dedicated to assisting corporate clients in achieving their stewardship goals, leveraging her expertise in environmental engineering and management to drive sustainable practices within organizations.

Outside of her professional endeavours, Rakshitha is an avid traveller, continuously seeking to explore new cultures and experiences. She finds solace in activities such as swimming, painting, and journaling. With her unique blend of skills, passion, and commitment, Rakshitha is poised to make a significant impact on the water sector and contribute to a more sustainable future for generations to come.

Gigi Karmous Edwards

Gigi Karmous-Edwards has spent the majority of her 25+ year career on state-of-the-art digital technologies, including IoT, big data, data analytics, control and automation, and most recently Digital Twin technology for the water sector. She is the founder and co-chair of the SWAN Digital Twin H2O Work Group to help advance the use of much-needed holistic utility management using digital twins. She collaborated with SWAN and Julius Education on the development of an online introductory course “Demystifying Digital Twins” (https://www.swan-forum.com/).

As CEO of Karmous-Edwards Consulting, she consults for global utilities, technology companies, and smart cities on the development of digital twin technologies and digital transformation. She has a B.S. in Chemical Engineering and an M.S. in Electrical Engineering.

Dana M. Hicks

Dana Hicks has over 30 years of experience in sales, marketing, and general management with advanced manufacturers, engineering-procurement-construction (EPC) service providers, and management consulting companies. Over the last 17 years, he has held leadership positions with major manufacturers of wastewater and water treatment equipment including Huber Technology, Wedeco UV Technologies, and BCR Environmental. As President & CEO of Huber Technology, he led the company to three years of record sales growth and market share gain in liquid/solid separation, dewatering, and drying technologies.

Mr. Hicks has successfully completed a range of consulting projects over the last few years for Canadian, European, and U.S. clients. Examples include:
• 3-month exclusive engagement with a European private equity firm performing due diligence on potential acquisition of the assets of Bilfinger Water, a global company with technologies including screening, sludge dewatering, and other solid/liquid separation.
• 4-month in-depth market study/analysis and product portfolio innovation assessment for a U.S. manufacturer of screening-chopping-grinding equipment for wastewater treatment.

Mr. Hicks earned his Bachelor’s in Industrial and Systems Engineering from Georgia Tech. He has completed executive MBA short courses at Northwestern University in Evanston, Illinois and at the Allen-Bradley / Rockwell Automation Management Institute in Milwaukee, Wisconsin. He is fluent in German, has studied and lived in Germany, and has managed German-owned companies over his career. He has extensive domestic travel (48 of 50 U.S. states) and international travel (over 30 countries on 6 continents) experience. Appointed by the U.S. Secretary of Commerce, he serves on the North Carolina District Export Council, which counsels new-to-export firms and existing exporters on how to effectively sell to all regions of the world.

Dr. Shan Yong

BlueTech TAG Expert

Shan brings over two decades of expertise in industrial wastewater, business development, innovation, and technology/project management across global markets. Her professional portfolio includes significant roles with prominent water technology firms such as Veolia Water and Technologies North America, SembCorp Industries Singapore, and SafBon Shanghai. Additionally, she has engaged with both local and international startups, including Aquafortus, BioLargo, and zNano. Shan is currently affiliated with Diamond Gold Investors, a family office based in Nevada. Her experience extends to the non-profit sector, where she was part of the Fraunhofer USA Center for Energy Innovation (now Connecticut Center for Applied Separations Technology) and helped the commercialization journey of various separation start ups.

Dr. Yong holds a Ph.D., M.S., and M.A. in Chemical and Environmental Engineering from Yale University, an M.S. in Civil and Environmental Engineering from MIT, and a B.A. in Environmental Engineering from the University of Illinois Urbana-Champaign. She has made substantial contributions to the field of Forward Osmosis, with her high-impact research papers with more than 1000 citations.

Dr. Glen T. Daigger, PE, DEE

BlueTech TAG Expert

Dr. Glen Daigger has more than 30 years of experience in wastewater treatment plant evaluation, troubleshooting, and process design. His areas of expertise include biological wastewater treatment and treatment process design, in particular biological nutrient removal (both nitrogen and phosphorus), combined trickling filter and activated sludge systems, the use of biological selectors to control activated sludge bulking, and oxygen transfer. He has served as a process engineer, project engineer, and project consultant on a variety of municipal wastewater treatment projects. He has contributed to all phases of facility development, from pilot studies to startup and troubleshooting. Between 1994 and 1996 he served as professor and head of the Environmental Systems Engineering Department at Clemson University.

In his role as CH2M HILL’s Chief Wastewater Process Engineer, Dr. Glen Daigger was responsible for wastewater process engineering on both municipal and industrial wastewater treatment projects. He was also the first Technical Fellow for the firm, an honor which recognizes the leadership that he provides for CH2M HILL and for the profession in the development and implementation of new wastewater treatment technology.

He is the author of numerous reports, articles, and conference presentations on wastewater treatment and sustainable wastewater infrastructure. Among the numerous topics he has written on are bioreactors, nutrient removal, water quality, optimization, chemically-enhanced treatment, and activated sludge. His texts including Biological Wastewater Treatment, Upgrading Wastewater Treatment Plants, and Principles and Practice of Phosphorus and Nitrogen Removal from Municipal Wastewater, are used in engineering classrooms across the country. Glen has also held the position of President of the International Water Association for two consecutive terms.

Dr. Ali Ling

Ali is an assistant professor in the Civil Engineering department at the University of St. Thomas, where she helps students learn to solve complex problems. In her research, she applies systems thinking to emerging contaminants to better understand economic, environmental and human health impacts of their use, management and treatment. Current research focuses on PFAS distribution in environmental media, life-cycle assessment of PFAS treatment alternatives, and sustainable PFAS treatment alternatives for treating mixed waste streams. Prior to joining St. Thomas, Ali spent 10 years as an engineering consultant designing and troubleshooting industrial wastewater treatment systems.

Ali earned her Bachelors degree in Civil Engineering from the University of Minnesota – Twin Cities and her Masters and PhD from the University of Colorado at Boulder. She has co-authored textbooks on industrial wastewater treatment and reuse and contributes to ITRC resources on PFAS.

Cindy L. Wallis-Lage

Cindy Wallis-Lage has served the water industry for over 38 years through a combination of her work at Black & Veatch as well as service to public, private and non-profit industry organizations. Throughout her career, her focus has been on helping public and private entities successfully develop, enhance and manage their water, wastewater and stormwater infrastructure via a variety of solutions and delivery methods.

Prior to her retirement, she served as Executive Director, Sustainability and Resilience for Black & Veatch to accelerate an enterprise-wide focus on sustainability and resilience solutions to support clients in the water, energy, telecommunications and transportation markets. Previously Wallis-Lage served as the President of the company’s global water business between 2012 and 2021 where she was responsible for the leadership and management of the company’s global water business that included a workforce of more than 2,800 professionals based around the world, including in North America, South America, the UK, Hong Kong, Singapore, Australia and India. She also served on Black & Veatch’s Executive Committee and Board of Directors from 2012 until her retirement.

Currently Ms. Wallis-Lage continues to engage in the water industry by serving as a Board Member for several companies and serving as a Professor of Practice at Kansas State University for the Department of Civil Engineering. She is also active in Engineering Foundations of Kansas which is a non-profit dedicated to supporting STEM in K-12.

Using her position, passion and knowledge, she is a champion of the Sustainable Development Goals and seeks to educate how systems thinking can provide the needed long term human infrastructure to achieve social, economic and environmental sustainability goals.

Dr. Slava Libman

Slava has more than 20 years of international experience in demanding industrial environments, with expertise in water technology, including R&D, analytical services, operations, and management . He developed innovative concepts for water systems of advanced semiconductor factories and municipal applications. He received Ph.D. in Environmental Engineering from the Technion, Israel Institute of Technology. Slava is a licensed Environmental Engineering Professional.

His professional contributions include more than 50 publications and conference presentations in water technology. He is particularly active with semiconductor industry activities, including organising and moderating conferences and seminars, developing water technology roadmap and standards.

Dr. Michael Mickley

Dr. Michael Mickley has experience working in the field of desalination technology since 1966. Since 1990, most of Michael’s work within this field has focused on the area of concentrate/brine management. Michael has worked as a consultant to major engineering companies on several projects that involved site-specific evaluation of disposal options. His more recent international efforts have addressed challenges in Oman, U.A.E., South Africa, and Australia involving ZLD processing with associated salt recovery.

Michael’s research projects have been funded by Water Research Foundation (formerly AwwaRF), U.S. Bureau of Reclamation, Office of Naval Research, and WateReuse Research Foundation (WRRF) – all addressing various concentrate/brine management issues. His recent reports include a 2008 WRRF report entitled Survey of ZLD and Volume Minimization Technologies for Water Utilities and a 2013 WRRF report entitled Development of a Knowledge Base for Desalination Concentrate and Salt Management. Michael is an internationally recognized expert in concentrate/brine management and is on the editorial board of Desalination and Water Treatment.

Dr. Mark Wilf

Dr. Mark Wilf is a membrane technology expert with over 35 years of experience in the membrane industry. His previous responsibilities have included development of membrane products, processes and system design for RO and membrane filtration applications. He served as Technical Director and Vice President of R&D at Hydranautics, and Director of Membrane Technology at Tetra Tech, a global engineering firm.

Since 2010, he works as an independent consultant advising clients regarding new product development, membrane system design and operation, optimization of process economics and training water professionals on design and operation of membrane water treatment systems. He is an editor of two handbooks on membrane technology applications, and is named as inventor and co-inventor of numerous patents.

Dr. Karen Meidlinger

Dr. Karen Meidlinger is the director of partnerships at the Center for Clean Hydrogen, University of Delaware, where she is responsible for external corporate engagement. Prior to joining the University of Delaware, Dr. Meidlinger led the digital innovation team at Evoqua Water Technologies which created the award winning SophisTM Digital Services. Before Evoqua, she worked at a Comcast Corporation’s spin-up company MachineQ where she was director of new business ventures IoT. Prior to Comcast, she was a cofounder and managing principal of Meidlinger Partners which invested in, grew, and developed water technology, product, and service companies with scalable solutions to address water and wastewater issues. Prior to co-founding Meidlinger Partners, Dr. Meidlinger was an associate at Johnson & Johnson where she spent almost four years leading innovation management projects, identifying new technologies that would drive future business growth for the corporation. Prior to her work at Johnson & Johnson, she ran the life science business incubator at the University City Science Center. She advised over 100 startup companies, including several biotech companies that went from startup to exit, turning $432 million of VC investment into $1.2 billion.

Dr. Meidlinger earned her M.B.A. at the University of Cape Town (South Africa). She completed her Ph.D. in marine ecology at the University of Southampton (UK) and her B.Sc. in marine biology at the University of Liverpool (UK). She also completed an entrepreneurship fellowship at the Wharton School at the University of Pennsylvania. She grew up in Eswatini, Southern Africa and now resides in the United States in Philadelphia.

Dr. Sebastien Tilmans

Dr. Sebastien Tilmans is an environmental engineer with over 15 years of experience scaling innovative wastewater treatment technologies. He was the founding Executive Director of the Codiga Resource Recovery Center at Stanford University, where he led the development and operation of an internationally recognized test-bed facility for resource recovery systems. Projects he led included anaerobic membrane bioreactors, membrane aerated biofilm reactors, advanced primary treatment, forward osmosis/reverse osmosis, and others. Prior to his work at Stanford, Dr. Tilmans served in the Process Engineering group at the San Francisco Public Utilities Commission. His project work spans diverse environments—from municipal utilities in California to off-grid, decentralized sanitation systems in rural Panama, and cities in Haiti and Peru.

Dr. Tilmans holds a B.E. in civil engineering from the Cooper Union for the Advancement of Science and Art and Ph.D. in environmental engineering from Stanford University. He is a licensed professional engineer in California. He is also a former Fulbright Scholar, NDSEG Fellow, and EPA STAR Fellow.

He is author/co-author of four books, including the Handbook of Membrane Technology ,and holds 12 US patents on membranes, water treatment. He has been invited speaker at the United Nations, and was Chairman, NATO Advisory Group on Environmental Affairs, as well as the World Health Organization Task Force on Water.

Dr. Graeme K. Pearce, is a membrane technology specialist with 30 years experience in the membrane industry and member of the O2 TAG. A graduate of Oxford University with a chemistry first degree and a chemical engineering doctorate, Graeme’s introduction to membrane technology started in BP Chemicals R&D in 1980. In 1991, Graeme was Technical Director of the core team to start up Kalsep, a Separations company formed by a management buy-out from BP. Kalsep specialized in membrane and filtration systems for water, wastewater, and process applications, and achieved a $7.5 million dollar turnover within 6 years.

Graeme joined Hydranautics in 2000, where he was responsible for the development and marketing of the ultrafiltration (UF) and microfiltration (MF) technology.

In 2005, Graeme left Hydranautics to form an independent consultancy, Membrane Consultancy Associates (MCA). A deep understanding of both technology and markets enables Graeme to provide a comprehensive service in the field of membrane technology in liquid treatment. Assignments have included advice on technology development and improvement, competitive positioning, market strategy, and growth opportunities. Graeme has also acted as an advisor in mergers and acquisitions.

Mike Adkins is a professional engineer with over 40 years of experience in the fields of water and wastewater treatment and environmental engineering. He recently led AECOM’s global water treatment practice and was responsible for the technical direction and strategy for the group, the marketing of its services and the securing of new, large projects including the management and preparation of major proposals and associated marketing efforts. The group’s revenue was currently approximately $250 million pa with a further $250 million pa of “at risk” design build projects in the water sector.

He has held leading roles in the areas of consulting, operations and systems manufacturing. He has extensive leadership experience on large multi-disciplinary projects, with a particular focus on water supply treatment and distribution projects.

Mike has very solid technical expertise. He was a leading figure in the development of dissolved air flotation (DAF) within the United Kingdom and later into the North American market and he has played a key role on some of the largest DAF plants in North America. His experience covers all of the water treatment technologies commonly found in use in today’s market and includes the design and development of membrane ultra-filtration and seawater desalination systems, bio-filtration, ozone, UV and the treatment and disposal of residuals.

His international experience includes working in the UK, Canada, USA, Saudi Arabia, UAE, China, Nigeria and Australia. For the past four years he was based in Dubai, UAE responsible initially for developing international water treatment projects in the Asia Pacific market and more recently, with a focus on projects within Saudi Arabia.

Mike recently retired from AECOM and is now working as a technical and business advisor to various clients in the water supply and treatment field.

Somnath Basu is a Technology Assessment Group (TAG) Expert of BlueTech Research. He serves as a Science & Technology Policy Fellow at the US Department of Energy (DOE), Washington, DC. He is affiliated with the Water Power Technologies Office of DOE’s Energy Efficiency and Renewable Energy (EERE) program. His immediate past affiliation was Headworks International, Houston, TX where he served as the Chief Technology Officer for the development of biological processes for water and wastewater treatment. His other past affiliations include the Water & Utility division of Shell Oil Company where he was a member of the Shell Global Solutions team, Siemens Water Technologies, and Massachusetts Water Resources Authority.

Somnath is a Fellow of the American Institute of Chemical Engineers (AIChE) and the current chair of the Editorial and Publications subcommittee of the Industrial Water Committee (IWC) for the Water Environment Federation (WEF). He is a member of the Board of Trustees of the American Academy of Environmental Engineers and Scientists (AAEES). He has over 35 years of experience in water and wastewater treatment, and technologies for generation of energy from renewable resources.

Wade Miller is currently a water strategies consultant, assisting private and public sector clients with business planning, strategy development, mergers and acquisitions, market research, fundraising, and Washington representation.

For almost 14 years (2000-2014), he served as the Executive Director of the WateReuse Association – a non-profit organization whose mission is to advance the beneficial and efficient use of water resources through education, sound science, and technology using reclamation, recycling, reuse, and desalination. Mr. Miller was also Executive Director of the WateReuse Research Foundation, which conducts applied research on water reuse and desalination.

Mr. Miller has been involved in the water field in various capacities for approximately 40 years. He twice served as an advisor to presidential commissions on water (i.e., President Carter’s Intergovernmental Water Policy Task Force in 1979; and the National Council on Public Works Improvement in 1987-88). Mr. Miller was instrumental in the establishment of the Association of State Drinking Water Administrators and the International Association of Environmental Testing Laboratories and served as Executive Director of both associations. Before joining the WateReuse Association in 2000, he owned his own management consulting firm. During the course of his career, Mr. Miller has authored and published numerous papers, reports, and chapters in books.

Mr. Miller is a Fellow of the Center for Integrated Water Research at the University of California Santa Cruz and has served on numerous boards in the past (e.g., Global Water Research Coalition, College of Chemical and Life Sciences at the U. of Maryland, etc.)

He is a graduate of the University of Maryland (B.S., Chemistry) and has pursued graduate studies in marketing and finance at American University and Virginia Tech

Dennis received his Bachelor of Arts degree from Yale University and his Master of Arts degree from the University of Texas at Austin for his thesis on the funding of technological innovation.

Since 2003, he is Professor at the sub department of Environmental Technology at Wageningen University in the field of biological reuse and recovery technology. The current focal point is on bio-electrochemistry, alternative fermentation and biological induced solid production, both for recovery of energy, chemicals and minerals.

He combines his position of Professor with his position as Executive Board Member at Wetsus, “European centre of excellence for sustainable water technology”. The objective of Wetsus is to create a business-driven international multidisciplinary research program.
